The Head of State shall be the Chancellor of the University and as such be vested
with the power of general surveillance thereof.

The Vice-Chancellor
- The Vice-Chancellor of the University is appointed by the Chancellor, on the recommendation of the Minister of Higher Education and Scientific Research, for a period of four years on such terms and conditions as may be prescribed in the Statutes.
- The Vice-Chancellor shall be the Chairman of the Senate and its committees.
- The Vice-Chancellor is responsible for maintaing the order in the University.
- The Vice-Chancellor is the principal academic and administrative officer of the University.
- The Vice-Chancellor is responsible for presenting a request to the Council for issuing the statues. He may also request the issuing of the regulations by the Senate if need be.
- He is responsible for presenting an annual report to the Council on the academic performance of the University.

The Deputy Vice-Chancellor
- The Deputy Vice-Chancellor is appointed by the Chancellor on the recommendation of the Minister of Higher Education and Scientific Research, and after consulting the Vice-Chancellor, for a period of four years on such terms and conditions as may be prescribed in the Statutes.
- The Deputy Vice-Chancellor assists the Vice-Chancellor in carrying out his duties. His responsiblities and specialties are defined by the statues.
- In the event of the absence or temporary incapacity of the Vice-Chancellor, his powers and duties shall be exercised and performed by the Deputy Vice-Chancellor.
