North Darfur Achieves 66%Financial Growth Sudan Vision - February 21
Khartoum - Minister Dr. Abdu Daoud Suleiman of finance, economy, and public service in North Darfur revealed the gains his ministry acquired by implementing the collection partnership programme adopted by his ministry. "The programme helped increase revenue and allowed localities to pay more than 25% of their workers salaries," he added.
In a paper he presented at the successful management practices conference held by the Arab Managerial Development Organisation in Khartoum, he said the collection partnership programme helped raise collection rates of 64% in 2009 to 104% in 2012, and this has led to a financial growth rate of 66%.
The targets of the collection partnership programme, he said, are to increase available revenue, realise transparency in information exchange between the centre and the states, and harmonise the efforts of the centre and the states in building institutional capacities and minimising spending.
The collection partnership programme, he elaborated, is a mechanism according to which federal, state, and local revenue collection units can be assembled under one umbrella while maintaining the entity of each.
The Arab Administrative Development Organization has chosen the experience of North Darfur and Sudan in general as a successful model in building dams and relocating affected citizens as a successful managerial practice in the Arab world.
